What is Senate Bill 860?

In 2017 COPACT helped pass SB 860 which requires the Department of Consumer and Business Services (DCBS) to conduct certain investigations into parity of reimbursement paid by insurers to mental health providers and physicians and to adopt rules necessary to ensure compliance with mental health parity and network adequacy requirements based on results of department’s investigations.

As a result of SB 860, DCBS formed a committe to conduct an investigation of insurance practices to ensure they are adhering to the letter and spirit of Oregon's mental health parity law with a specific focus on access via reimbursement and paneling practices.
